Higher Gas Bills from Next Month

City Gas said yesterday that the gas tariff for households would be increased by 3.3% from 1st May 2012. This translates to an increase from 21.45 cents to 22.16 cents per kilowatt hour (kWh).

While 3% might not sound like a lot, gas rates have actually gone up from 17.99 cents per kWh last year to 22.16 cents per kWh now. This is a whopping 20%+ increase.

Every quarter, gas tariffs are reviewed based on guidelines set by the Energy Market Authority (EMA). At the rate things are going, inflation is going to eat all of us alive.

The interesting thing is that the price of natural gas is actually at a 10-year low.

Unfortunately, when the gas contracts for S’pore were negotiated many years ago, the price of the gas that S’pore has to pay was based on the price of oil. So, even though the price of gas has collapsed, we have to pay more as the price of oil has been going up. Sigh.

Worldwide Cost of Living 2012

According to the Worldwide Cost of Living 2012 summary published by the Economist Intelligence Unit, Singapore is the ninth most expensive city in the world to live in.

The prices of 160 goods and services were used to calculate scores, using New York as a base with a score of 100. Singapore has a score  of 142, making it 42% expensive than New York.

Singapore Budget 2012

Singapore Budget 2011 was announced by Finance Minister Tharman Shanmugaratnam last Friday.

The  full Singapore Budget 2012 can be downloaded here.

Apart from the changes affecting companies, what would be some of the changes or initiatives what would affect individual Singaporeans either directly or indirectly?

Here’s a quick summary of some of them:

  • An acknowledgement that “increasing dependence on foreign workers is not sustainable” as it “will test the limits of our space and infrastructure”. There will be a reduction in the number of foreigners by means of a reduction in the Dependency Ratio Ceilings (DRCs).
  • Giving employers of older workers (above 50 years old) a Special Employment Credit (SEC) of 8% of wages for the next five years to encourage them to hire older workers.
  • CPF contribution rates for workers of 50 – 65 years old to be raised from September 2012.
  • Exemption of GST for purchase of investment grade gold and other precious metals.
  • Adding 800 buses over the next 5 years with the government funding 550 of the buses.
  • Double income tax relief for those aged 55 and above to be effect from Year of Assessment 2013.
  • A Silver Housing Bonus of $20,000 for older Singaporeans who sell their existing flats and buy a 3-room or smaller flat.
  • A doubling of the incentive from $10,000 to $20,000 for people who take up the Lease Buyback Scheme. This scheme is for people who wish to monetize part of the value of their HDB unit without selling it. This is done by selling part of the lease back to the government. Remember that you do not own the HDB flat that you bought, it is a 99-year old leasehold apartment.
  • An increase in healthcare expenditure which will see 30% more hospital beds and 100% more community hospital beds by 2020. Looking at the acute shortage of hospital beds today due to our expanding population, I feel that the adding of capacity should be of utmost importance.
  • More subsidies for long term care and absorption of GST. A good start but I hope the GST waiver can be extended to more areas in the future. At the moment, it is waived for B2 and C patients.
  • An enhancement of the benefits of Medishield and also extending its coverage limit from 85 years old to 90 years old. Due to the enhanced coverage, premiums will also go up. There will be a one-time Medisave top-up of $50 to $400 (depending on your age) for those who are currently on Medishield.
  • More education financial assistance for children from the lower income families.
  • A GST voucher of $100 or $250 for those earning an annual income of less then or equal to $24,000.
  • A Medisave topup of $150 to $450 for those who are 65 years old and above and whose annual value of home is not more than $20,000.
  • Permanent annual utility rebates from $180 to $260 for those who stay in HDB units.

Overall, I find this year’s budget has a lot of emphasis on the elderly.  With the cost of living escalating, a lot will need to be done to meet the retirement needs of our elderly who were pioneers in our nation building.

Budget 2012 Quiz

MOF has launched a Budget Quiz 2012 to promote greater awareness and understanding of the annual budget process.

The quiz comprises a weekly series of 10 multiple-choice questions covering the budget process as well as economic, taxation and social policies. Those who are able to answer all the questions correctly will qualify for a weekly draw. Five vouchers each worth $50 stand to be won.

The contest will run for seven weeks and participants who obtain a perfect score for all sessions will qualify for the grand draw which has a top price of $500.

In addition, there will also be a budget challenge contest which is open to students of our universities, polytechnics, junior colleges, the Millennia Institute and in the last two years of the Integrated Programmes.

CPF Hiring Investment Manager

Someone pointed out to me that the CPF board was hiring an assistant/investment manager.

The job advertisement was posted on 31st August 2011 and expires on 30th September 2011.

Job Responsibilities

  • Review and implement investment processes and strategies.
  • Perform performance monitoring and due-diligence of fund managers.
  • Communicate with fund managers on compliance of investment guidelines.
  • Prepare market indicators using data from third party sources.
  • Perform asset rebalancing and transition management.
  • Liaise with Legal Services Department and fund managers on Investment Management Agreements or Deeds.
  • Analyse local corporate bond issuers in a broad range of industries through analysis of financial statements, assessment of third-party research, monitoring corporate developments and other analysis.
  • Prepare investment research reports to support recommendations and decisions.
  • Perform secretariat duties for Investment Committee meetings, including minute-writing.
  • Prepare the department’s budget and explanations for budget variations.
  • Perform ad-hoc administration tasks.

Job Requirements

  • A good Degree, preferably in Accountancy, Business Administration, Finance or Economics.
  • Candidate with Chartered Financial Analyst qualification preferred.
  • Good interpersonal and leadership skills; a good team player.
  • Good writing and numerical skills.

This makes me wonder what are the actual long term investment returns achieved by the CPF board using our CPF monies. Here, we have a “fund” able to provide us with guaranteed returns of 2.5% and 4% year after year but no one knows the actual underlying performance.

Or perhaps the information is out there. Does anyone know?
